To archive a page with the visual editor, go to the "+" dropdown in the editor's toolbar, then select "Template" and add the Archived template.
To archive a page with the source editor, paste something like this at the top of the page:
{{Archived|Proposal was never accepted|This was proposed in 2015, but we went with [[OtherProposal]] instead.}}
