This page shows how a RevampReviewNeeded parameter to a PageHeader template might work. If all pages gained the string {{PageHeader|RevampReviewNeeded=1}} during the initial conversion, we could have the template add pages to the RevampReviewNeeded category, then review them at our leisure.
