To propose deletion with the visual editor, go to the "+" dropdown in the editor's toolbar, then select "Template" and add the "ProposedDeletion" template.

To propose deletion with the source editor, paste something like this at the top of the page:

{{ProposedDeletion|abandoned skeleton page|Doesn't say anything useful, last significant update was in 2005.}}
