To propose merging a page with the visual editor, go to the "+" dropdown in the editor's toolbar, then select "Template" and add the ProposedMerge template.

To propose merging a page with the source editor, paste something like this at the top of the page:

{{ProposedMerge|Other page is more complete|I merged all the content into OtherPage|OtherPage}}
